The Shaykh : The ruling in this matter is that the brother was negligent and careless regarding his religion, and he must repent to Allah (Glorified and Exalted is He) for what he did. If he slaughters a sacrificial animal in Makkah, considering that he is like one who is prevented from completing his rites, that is good. It is obligatory for a person, if he intends to worship Allah through Hajj or otherwise, to be aware of its boundaries before entering into it. What we see for this brother is that he should slaughter a sacrificial animal there in Makkah, because he is in the position of one who is prevented from completing his rites in that year due to his inability. And Allah the Exalted said:[Al-Baqarah 2:196] Yes.
