The benefits of the saying of Allah the Exalted: ((Say, "Who is it that can protect you from Allah if He intends for you harm or if He intends for you mercy?"))

Allah the Exalted said:
Say, "Who is it that can protect you from Allah if He intends for you an ill or intends for you a mercy?" And they will not find for قُلْ مَنْ ذَا الَّذِي يَعْصِمُكُمْ مِنَ اللَّهِ إِنْ أَرَادَ بِكُمْ سُوءًا أَوْ أَرَادَ بِكُمْ رَحْمَةً وَلا يَجِدُونَ لَهُمْ ...
[Al-Ahzab: 17] to the end of it. It is derived from this noble verse that the ruling of Allah is effective in creation, and no one can prevent it. The evidence for this is
Say, "Who is it that can protect you قُلْ مَنْ ذَا الَّذِي يَعْصِمُكُمْ
[Al-Ahzab 33:17]
, and the interrogative here, as mentioned previously, means negation.
And among its benefits is the affirmation of the will of Allah (Glorified and Exalted is He), due to His saying:
if He intends for you an ill إِنْ أَرَادَ بِكُمْ سُوءًا
[Al-Ahzab 33:17]
.
And among its benefits is the refutation of some of the sects of the Qadariyyah (a sect that denied divine decree) who say that Allah does not will evil, He wills good, but He does not will evil, due to His saying:
if He intends for you an ill إِنْ أَرَادَ بِكُمْ سُوءًا
[Al-Ahzab 33:17]
