How do we know that this is a known statement? Is it what people have agreed upon by custom, or did the Shari'ah come with its approval?

Machine translationRead the Arabic original
The student: Is the known statement what people agree upon by custom from what the Shari'ah has approved?

The Shaykh : No. If we say what the Shari'ah has approved, that is sufficient, because the Shari'ah approves everything people agree upon by custom that does not contradict the truth. So the known is like the saying of Allah the Exalted:
You are the best nation produced [as an example] for mankind. You enjoin what is right and forbid what is wrong
[Al-Imran: 110].
