Allah the Exalted said:
Indeed, the Muslim men and Muslim women, the believing men and believing women, the obedient men and obedient women, the truthful men and truthful women إِنَّ الْمُسْلِمِينَ وَالْمُسْلِمَاتِ وَالْمُؤْمِنِينَ وَالْمُؤْمِنَاتِ وَالْقَانِتِينَ وَالْقَانِتَاتِ وَالصَّادِقِينَ وَالصَّادِقَاتِ
[Al-Ahzab 33:35]
to the end of it.
First: The Noble Qur'an, in most of what it discusses regarding specific rulings and practical rulings, addresses men more than women. This is because men are more noble than women, and because men are the maintainers of women, so if the men are righteous, the women will be righteous. Also, when two genders are gathered, the more noble and higher of them prevails. For these three reasons and others, most of the addresses in the Qur'an are directed to men. However, in some verses, the rulings are mentioned for both men and women, either in detail, O Tawfiq, or in summary. An example of the first is
Indeed, the Muslim men and Muslim women إِنَّ الْمُسْلِمِينَ وَالْمُسْلِمَاتِ
[Al-Ahzab 33:35]
to the end of it. An example of the second is His saying, the Exalted:
And their Lord responded to them, "Never will I allow to be lost the work of [any] worker among you, whether male or female; you are of one another. فَاسْتَجَابَ لَهُمْ رَبُّهُمْ أَنِّي لا أُضِيعُ عَمَلَ عَامِلٍ مِنْكُمْ مِنْ ذَكَرٍ أَوْ أُنْثَى بَعْضُكُمْ مِنْ بَعْضٍ
[Al Imran: 195]. So in this there is a summary:
Never will I allow to be lost the work of [any] worker among you, whether male or femaleأَنِّي لا أُضِيعُ عَمَلَ عَامِلٍ مِنْكُمْ مِنْ ذَكَرٍ أَوْ أُنْثَى
[Ali 'Imran 3:195]
