Commentary on Tafsir al-Jalalayn: “Then indeed their return is to the Hellfire” indicates that they come out of it to drink the scalding liquid and that it is outside of it.

As for the author, he says it indicates that they come out of it to drink the scalding liquid and that it is outside of it. This benefit is actually weak, meaning that deriving this benefit from this phrase is not established. And Allah, Mighty and Majestic, says:
nor from it will they [ever] be removed. وما هم منها بمخرجين
[Al-Hijr 15:48]
How can it be said that they come out and drink the scalding liquid and then are returned? This is very far-fetched. But rather, we should consider the order here to be a verbal order, meaning that after Allah mentioned types of punishments for them, He stated that their end is the Hellfire, i.e., this Hellfire in which these punishments are. Verbal order exists in the Arabic language, and among its examples is the saying of the poet:
“Indeed, one who ruled, then his father ruled, then his grandfather ruled after that”
The father’s rule precedes his rule, and the grandfather’s rule precedes the father’s rule... So, as Allah said about them, whenever they try to come out of it, they are returned to it. And they are brought near its gates and given this scalding liquid to drink. They are brought near so that their souls look toward coming out, and they have some hope. When they have this hope and are then returned to the original Hellfire, this becomes a more severe punishment for them, because despair after effort is more severe than the persistence of despair, because hope cuts off despair. So when they are returned to the punishment, despair returns, and it has a more severe impact.
Have you seen if a man were bound before you, and you tried to untie his bonds, he would be happy, would he not? But if you then tightened his bonds and brought another chain, his despair and grief would increase over his grief after he saw a glimmer of hope. These people, may Allah protect us from them, whenever they try to come out of it and get some hope, they are returned to it. So they are brought near
Then indeed, their return will be to the Hellfire. ثم إن مرجعهم لإلى الجحيم

, i.e., to the original Hellfire from which they had hoped to come out when they were brought near its gates.
