Or do you think that most of them hear or reason? أم تحسب أن أكثرهم يسمعون أو يعقلون
[Al-Furqan 25:44]

The Shaykh : No, among them are those who have intellect and hearing, who hear and understand; otherwise, every disbeliever would neither hear nor understand.

The Shaykh : Some of the people whom Allah has granted guidance, when He grants them guidance, they exit from disbelief.

The Shaykh : Yes, I mean in the future, that is, they will hear or understand in the future. It is possible that Allah will grant them [guidance], but as long as they are in this state, they do not hear or understand. For this reason, He said:
They are not except like livestock. Rather, they are [even] more astray in [their] way. إنْ هم إلا كالأنعام بل هم أضَل سبيلًا
[Al-Furqan 25:44]
So the verse you mentioned is in agreement with this verse, that the disbeliever has neither hearing nor intellect.
