In his statement: “O My servants, fear Allah,” does this include the disbeliever?

Machine translationRead the Arabic original
The student: The author (may Allah have mercy on him) said: “O My servants... taqwa... is an addition to faith...?”

The Shaykh : Now, is the disbeliever commanded to have taqwa?
The student: ...

The Shaykh : No, leaving disbelief is part of taqwa, because taqwa is taking precautions against the punishment of Allah, and faith is part of it. That is why the verse came in general terms:
O mankind, fear your Lord and fear a Day when no father will avail his son
and another verse came:
O mankind, fear your Lord. Indeed, the convulsion of the [final] Hour is a terrible thing.
[Al-Hajj 22:1]
O mankind, fear your Lord, who created you from one soul and created from it its mate
[An-Nisa 4:1]
.
Listen, Bandar!
The student: I seek refuge in Allah from the accursed Shaytan 21 And those who avoid the Taghut so as not to worship it, and turn to Allah in repentance, for them is the good news. So give good news to My servants, namely those who listen to the statement and follow the best of it. Those are the ones whom Allah has guided, and those are the people of understanding. Is it that the word of punishment has become binding upon you? Then can you save anyone who is in the Fire? But those who fear their Lord have rooms above which are rooms, with rivers flowing beneath them. This is the promise of Allah, and Allah does not break His promise. Have you not seen that Allah sent down water from the sky and caused it to flow as springs in the earth? Then He brings forth with it a crop of various colors, then it becomes dry and you see it yellowing, then He makes it broken stubble. Indeed, in that is a reminder for people of understanding.
