The Shaykh : Al-Muntaqim, no, because Allah qualified the act of taking revenge. When He described Himself with the name of the active agent, He qualified it.
And here we say that the names, the names of Allah the Exalted, all include attributes. Every name includes an attribute or more than one attribute. Does every attribute include a name? No. So, the attributes are broader than the names. This is one point.
Second: Among the attributes are those by which Allah described Himself. There is no doubt that it is permissible, but we describe Allah with them according to how He described Himself. Allah Mighty and Majestic said:
Indeed, Allah is Exalted in Might and Owner of Retribution. إن الله عزيز ذو انتقام
[Ibrahim 14:47]
Here we do not say that Allah is al-Muntaqim, but we say He is Dhū Intiqām, meaning He has revenge. And there is a difference between naming a man al-Najjār (the carpenter) because his profession is carpentry; I say to him "carpentry," meaning he carpents when the need arises for it, is that not so?
So, what Allah described Himself with of attributes is described according to how He described Himself. What He did not describe Himself with, if it indicates a meaning befitting Allah, it is permissible to report it about Allah. And if it indicates a meaning not befitting Allah, it is forbidden to describe Allah with it, neither as a report nor as a permanent attribute. This is an important issue, meaning what is not befitting Allah, it is not permissible to describe Him with it, neither in the way of action nor in the way of a permanent attribute. And what does not contradict what is befitting Allah, it is permissible to report it about Him. The Shaykh al-Islām (may Allah have mercy on him) mentioned this division, I think in the book of Fatāwī, in the section on tawhid (the oneness of Allah).

(39) Say, "O my people, work according to your position, [for] indeed, I am working; and you are going to know (40) To whom will come a torment disgracing him and on whom will descend an enduring punishment." (41) Indeed, We sent down to you the Book for the people in truth. So whoever is guided - it is for [the benefit of] his soul; and whoever goes astray only goes astray to its detriment. And you are not a manager over them. (42) Allah takes the souls at the time of their death, and those that do not die [He takes] during their sleep. Then He keeps those for which He has decreed death and releases the others for a specified term. Indeed in that are signs for a people who give thought.قُلْ يَا قَوْمِ اعْمَلُوا عَلَى مَكَانَتِكُمْ إِنِّي عَامِلٌ فَسَوْفَ تَعْلَمُونَ مَنْ يَأْتِيهِ عَذَابٌ يُخْزِيهِ وَيَحِلُّ عَلَيْهِ عَذَابٌ مُقِيمٌ إِنَّا أَنْزَلْنَا عَلَيْكَ الْكِتَابَ لِلنَّاسِ بِالْحَقِّ فَمَنِ اهْتَدَى فَلِنَفْسِهِ وَمَنْ ضَلَّ فَإِنَّمَا يَضِلُّ عَلَيْهَا وَمَا أَنْتَ عَلَيْهِمْ بِوَكِيلٍ اللَّهُ يَتَوَفَّى الْأَنْفُسَ حِينَ مَوْتِهَا وَالَّتِي لَمْ تَمُتْ فِي مَنَامِهَا فَيُمْسِكُ الَّتِي قَضَى عَلَيْهَا الْمَوْتَ وَيُرْسِلُ الْأُخْرَى إِلَى أَجَلٍ مُسَمًّى إِنَّ فِي ذَلِكَ لَآيَاتٍ لِقَوْمٍ يَتَفَكَّرُونَ
