And among its benefits is the refutation of a statement made by some of the mufassirun (commentators), including al-Jalal al-Suyuti, regarding the saying of Allah the Exalted:
To Allah belongs the dominion of the heavens and the earth and whatever is within them. And He is over all things competent. لله ملك السموات والأرض وما فيهن وهو على كل شيء قدير
[Al-Ma'idah 5:120]
where he said: "He has excluded the intellect itself, so He is not competent over it." Indeed, this statement is false. He intended a certain meaning, and Allah knows best, but expressing it in this way is an error. We say that Allah the Exalted is competent over everything that pertains to His action or the action of His servants. Everything that Allah does is by His power, Glorified and Exalted is He. Everything that happens to the servants is also by His power. This exception or this specification is incorrect. Rather, the intellect testifies to Allah with the perfection or the universality of His power, and that He is over all things competent.
