He said: "Let him repent, and Allah will accept his repentance." This means he left him without the hudud punishment being applied, and he would improve his condition in the future. So the first repentance was for the purpose of establishing the hudud, and for this reason he said: "I want you to purify me." The second repentance was for the purpose of improving his condition.
