The Shaykh : We say: Yes, it is permissible for the fasting person to apply kohl, it is permissible for him to put drops in his eye, and it is permissible for him to put drops in his ear. There is no harm on him if he finds the taste of that in his throat, because this is not eating or drinking, nor is it in the meaning of eating and drinking. It is not established from the Messenger of Allah (peace and blessings be upon him) that he forbade the fasting person from applying kohl.
As for the nose, he should not put anything in it, because the nose is a passage to the stomach. For this reason, the Prophet (peace and blessings be upon him) said in the hadith of Luqman ibn 'Ubayd:Sunan Abi Dawud 2366Sahih (Al-Albani) But if a person sniffs water while fasting and the water slips into his stomach, he does not break his fast by that, because it was not by his choice.
