And you, [O Muhammad], were not on the western side [of the mount] when We revealed to Moses the command, and you were not among the witnesses [to that].
وَمَا كُنتَ بِجَانِبِ الْغَرْبِيِّ إِذْ قَضَيْنَا إِلَى مُوسَى الأَمْرَ وَمَا كُنتَ مِنَ الشَّاهِدِينَ [Al-Qasas 28:44]
From this noble verse, it is derived that the message of the Prophet (peace and blessings be upon him) is established by what he reported about these events in which he was not present and was not a witness.
Among its benefits as well is that revelation is called a decree, as He said:
When We decreed the command to Moses
إذ قضينا إلى موسى الأمر
.
And among its benefits is also that revelation is of great importance, because Allah named it the command,
al-
ال
which indicates greatness and perfection. There is no doubt that the greatest of matters is what the messengers brought from the revelation of Allah (Glorified and Exalted is He), because of the benefit it contains for the lands and the servants.
Among its benefits as well is that a person's report is not accepted unless he is present and hears it, or is a witness and sees it, as He said:
And you were not
وما كنت
and He also said:
and you were not among the witnesses [to that].
وما كنت من الشاهدين [Al-Qasas 28:44]
So the one who can report is the one who was present and heard, or the one who was near and witnessed. As for a person who reports without testimony, without witnesses, and without presence, his report is not accepted. This is a known matter from the Shari'ah. From another direction, from other verses and other evidence, it is known that a person does not testify except to what he knows by sight, hearing, or other means of knowledge.
But We produced [many] generations [after Moses], and prolonged was their duration
ولكنا أنشأنا قرونا فتطاول عليهم العمر [Al-Qasas 28:45]
I think this is where the lesson began. He said:
And you were not a resident
وما كنت ثاويا [Al-Qasas 28:45]
Leave the benefit with the end of the verse.
