And His saying:
And your Lord creates what He wills and chooses; not for them was the choice. Exalted is Allah and high above what they associate with Him. وَرَبُّكَ يَخْلُقُ مَا يَشَاءُ وَيَخْتَارُ مَا كَانَ لَهُمُ الْخِيَرَةُ سُبْحَانَ اللَّهِ وَتَعَالَى عَمَّا يُشْرِكُونَ
[Surah al-Qasas: 68] Among its benefits is the establishment that Allah alone is the One who creates, because of His saying:
not for them was the choice ما كان لهم الخيرة
[Al-Qasas 28:68]
For whoever has no choice by nature has no creation.
And among them is that Allah the Exalted is capable of everything, because
Whoever creates what He willsمَن يخلق ما يشاء
what does it mean? He is capable; however He wills, He creates it.
And among them is the establishment of the will for Allah (Glorified and Exalted is He), because of His saying:
And He chooses ويختار
Yes, is the will here the legislative will or the cosmic will?
The student: The cosmic will.

The Shaykh : If we look at its pairing with creation, we say: it is the cosmic will. And if we look at its wording, regardless of its pairing with creation, we say: it is comprehensive of both the cosmic and the legislative, because He (Glorified and Exalted is He) chooses, both in creation and in legislation, what He wills. And this is more appropriate; the generality is more appropriate for it to be comprehensive of both cosmic and legislative choice... But does He choose this in what He creates? Of course, the context requires that He chooses what He creates... The difference does not mean that... people are in His obedience; it means that the meaning of this is different from the meaning of this; the meaning of choice is different from the meaning of creation. Good.
And among its benefits: that man has no choice, and the determinists have relied on this, because of His saying:
not for them was the choice ما كان لهم الخيرة
[Al-Qasas 28:68]
So they said: This verse indicates that man has no choice, and that he is compelled in his action. The answer to that is to say: It was not for them the absolute choice, meaning the choice that is without Allah. So Allah chooses and they choose. The evidence for this—that it was not for them the absolute choice—is many verses and hadiths that indicate that man has a will:
Among you are some who desire this world, and among you are some who desire the Hereafter منكم من يريد الدنيا ومِنْكم من يريد الآخرة
[Ali 'Imran 3:152]
For whoever wills among you to take a right course. لمن شاء منكم أن يستقيم
[At-Takwir 81:28]
Yes, so He (Glorified and Exalted is He) established for man a will and established for him a choice, and reality testifies to that, does it not? Reality testifies to that, and man distinguishes between the voluntary action and the involuntary action, is that not so? So if a man descends from the roof by the stairs, his descent is voluntary, but if someone pushes him from the top of the stairs and he rolls down, his descent is involuntary. So His saying:
It was not for them the choiceما كان لهم الخيرة
What is the negation here applied to? To absolute choice or to the absolute choice? To the absolute choice that is not opposed. This is not for man; rather, man is managed and has a will. As for it being a negation of absolute choice, this is not possible, because the verses and reality testify that man has a choice, is that not so? Here the scholars say: In many expiations, one is given a choice between such and such. Good.

The Shaykh : Good, and among them also, and among its benefits, is the singling out of Allah (Blessed and Exalted is He) with the absolute will, or the absolute of will? With the absolute will; there is no one who can overrule His wisdom or return His decree.
And among them is the exalting of Allah (Glorified and Exalted is He) from what is not befitting Him, because of His saying:
Glory be to Allah. سبحان الله
.
And among them also, from the benefits of the verse, is His exaltation and His being above these polytheists, whether we consider
notما
as a verbal noun or as a relative clause, He (Glorified and Exalted is He) is above the polytheists, above their idols, and above their shirk. Yes, and among them also
