And He is Allah; there is no deity except Him. To Him is [due all] praise in the first [life] and the Hereafter. And His is the [final] decision, and to Him you will be returned. وَهُوَ اللَّهُ لا إِلَهَ إِلَّا هُوَ لَهُ الْحَمْدُ فِي الأُولَى وَالآخِرَةِ وَلَهُ الْحُكْمُ وَإِلَيْهِ تُرْجَعُونَ
[Surah al-Qasas: 70]. Allah, the Exalted, said:
To Him belongs all praiseله الحمد

al-ال
is for comprehensiveness, meaning all types of praise and what is related to it of good or evil. So Allah, the Exalted, has all the praise; He is the One who is not praised for the evil of others, but is praised in every state, as the Prophet (peace and blessings be upon him) said:
Al-Hamdulillah 'Ala Kulli Hal (All praise is due to Allah in every circumstance). الحمد لله على كل حال

And His saying:
For Himله
Is the lam here for exclusivity or for deserving? This question has not passed you yet... The lam, we mentioned, is for exclusivity and for deserving. So absolute praise is exclusive to Allah, and the one who truly deserves praise is Allah, because even if others deserve to be praised, the causes of that praise come from Allah, Glorified and Exalted. At most, a person is a means. For example, a person is praised for his perfect attributes and his kindness to creation and the like, but where does this come from? Where does this that happened come from?
The student: From Allah.

The Shaykh : From Allah. So, in reality, praise belongs to Allah. The one who deserves praise is Allah, and the one who is exclusive in absolute praise in all circumstances is whom? It is Allah, Glorified and Exalted. So it is for deserving and exclusivity.
To Him is [due all] praise in the first وله الحمد في الأولى
[Al-Qasas 28:70]
In this world, He is praised for the cosmic rulings He has enacted and the legislative rulings He has prescribed, and He is praised for them with complete praise. Likewise,
to Him belongs [all] praise in the Hereafter له الحمد في الآخرة
[Saba 34:1]
The author said: "Paradise", and that is not the case. The Hereafter includes the time from when people are resurrected until they reach their abodes. Indeed, He, Glorified and Exalted, is praised. In fact, Allah, Mighty and Majestic, opens up for His Prophet on that day praises that He had not opened up for him before. And He, Glorified and Exalted, on the Day of Resurrection, His praise becomes manifest to everyone, for His justice becomes manifest, His favor becomes manifest, His kindness becomes manifest, His wisdom becomes manifest, His power becomes manifest, and other great attributes become manifest on that day for which praise is deserved. So the meaning is not that He is only praised in Paradise; that is a great deficiency from the author (may Allah have mercy on him). And Allah, Glorified and Exalted, says:
and to Him belongs [all] praise in the Hereafter له الحمد في الآخرة والآخرة
[Saba 34:1]
Who does the Hereafter include? From when people are resurrected until every person ends up in his abode. Good, in the Hereafter He is praised. We said: He is praised for what becomes manifest on that day of justice, power, mercy, wisdom, favor, kindness, and other many things that appear, which do not appear now in this world. And it is established from the Prophet (peace and blessings be upon him) that he seeks permission from Allah, Mighty and Majestic, for intercession and prostrates under the Throne, and Allah opens up for him praises that He had not opened up for him before. And this is before entering Paradise, even before the creation is reckoned. So Allah, Glorified and Exalted, has praise in the Hereafter.
And to Him belongs the judgment وله الحكم
The lam
For Himله
is a fronted predicate, and fronting the predicate implies restriction
To Him belongs the judgmentله الحكم
. The author said: "The effective decree in everything". And the ruling includes the decree, which is the cosmic ruling as the author said, and it includes the legislative ruling. So the ruling is for Allah, by decree and by legislation. Yes, there is no judge but Allah, Glorified and Exalted. So whoever seeks judgment from other than Him is astray. Whoever seeks judgment from other than Allah, he will go astray. And whoever follows the guidance of Allah, he will not go astray nor be wretched. And here we mentioned that fronting the predicate implies restriction because the ruling is for Allah alone. And that is so if the intended meaning is absolute ruling. Absolute ruling is for Allah; no one shares in it with Him. He is the One who obligates things, forbids them, recommends them, and permits them. And likewise in cosmic matters, He is the One who sends down rain, He is the One who removes drought, He is the One who gives life and causes death, and He provides sustenance. All of this is from the cosmic rulings. Good, is there anyone who contests Allah in these two rulings? Yes, man has contested his Lord in the cosmic ruling and in the legislative ruling. Yes, for example, there is the one who affirmed a creator alongside Allah, and there is the one who claimed to be a Lord who acts as He wills. And the violations in the legislative ruling are more numerous and more severe. How many are there who legislate and consider their legislation effective like the law of Allah or higher? These people have been declared disbelievers previously, even if they pray, give zakah, fast, and perform Hajj; they are disbelievers. And likewise, related to the ruling, like whom?
The student: Like Pharaoh.

The Shaykh : Like Pharaoh, because he contested him in the predestined ruling and said: "O my chiefs, I know not for you a god other than me." And he said: "I am your Lord, the Most High." This absolute ruling, we understood, is for Allah. But is there a restricted ruling? We say: Yes, there is a restricted ruling, but it is by the command of Allah. And for this reason, we see in the books of the scholars that they refer to the ruler and say "the legislative ruler" and "by the permission of the ruler" and the like. Is this ruling that this person benefits from restricted or unrestricted? It is restricted, limited, restricted to be under the ruling of Allah, limited to a specific place and a specific time. So for whom is the absolute ruling? For Allah, Mighty and Majestic, in this world and in the Hereafter. As for the restricted ruling, this is for other than Allah, like what? Like what the scholars say: "the legislative ruler" and "the ruler judges between them" and the like. This ruling is restricted in its time, place, and type. As for its time, it is known that it is restricted. Does this legislative ruler remain forever? No, he does not remain. In his place also, he does not rule except in a portion of the earth; he does not rule in the earth and the sky. In his type, because it is restricted to be under the ruling of Allah, it is not an absolute ruling under the ruling of Allah, so he does not have the power to change anything of the rulings of Allah, Glorified and Exalted.
And His is the [final] decision, and to Him you will be returned. وله الحكم وإليه ترجعون
[Al-Qasas 28:70]

you will returnترجعون
and fronting the object indicates restriction. So returning to Allah, no matter how long this world lasts, no matter how far a person is, and no matter what the person is, his return is to Allah. The author said: "And to Him you will return with the resurrection". When is the resurrection? On the Day of Resurrection. So people, indeed all creation, their return is to Allah, Glorified and Exalted, and that is on the Day of Resurrection. Nothing remains that is not gathered, even the ants. Everything is gathered until it becomes clear that the whole matter returns to Allah, Mighty and Majestic.
