And Ahmad narrated from 'Ali ibn Abi Talib (may Allah be pleased with him) "

The reader: It says: "And 'hujr' with a dammah is ugly speech. Al-Shafi'i said: "And that is like supplicating with woe and destruction and wailing" .

The reader: "And Ahmad narrated from 'Ali ibn Abi Talib (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said:
I used to forbid you to visit the graves, but now visit them, for they remind you of the Hereafter إني كنت نهيتكم عن زيارة القبور فزوروها، فإنها تذكركم الآخرة

Thus, the Prophet (peace and blessings be upon him) permitted visiting them after the prohibition, and he explained the reason by saying that they remind one of death and the abode of the Hereafter, and he gave a general permission for visiting the grave of a Muslim and a disbeliever.
The cause for which this wording was revealed necessitates the inclusion of the disbeliever, and the reason—which is the remembrance of death and the Hereafter—exists in all of that.
And the Prophet (peace and blessings be upon him) used to come to the graves of the people of al-Baqi' and the martyrs to supplicate for them and seek forgiveness, so this meaning is specific to Muslims, not disbelievers.
So this visit, which is visiting graves to remember the Hereafter, or to greet them and supplicate for them, is what the Sunnah brought, as mentioned previously.
