The Shaykh : It is better to pay the zakah of wealth in the country where the wealth is, because it is the place of the poor’s expectations, and because it is the apparent meaning of the saying of the Prophet (peace and blessings be upon him) to Mu'adh ibn Jabal:
tell them that Allah has made Zakat obligatory for them that it should be collected from the rich and distributed among the poor أعلمهم أن الله افترض عليهم صدقة تؤخذ من أغنيائهم فترد على فقرائهم
Sahih Muslim 19a
However, if transferring it to another country serves a benefit, such as there being relatives of the one who owes the zakah in that other country who are in need, or the people of that other country being in greater need, or the people of that other country being more beneficial to the Muslims, then in this case, transferring it for these purposes is permissible and there is no blame on him.
