Question:
Is it permissible to transfer zakah from one country to another?

Answer:
It is better to distribute zakah in the place where the wealth is located; based on the saying of the Prophet (peace and blessings be upon him) in the hadith of Mu'adh (may Allah be pleased with him) :
and if they accept it, then tell them that Allah has made Zakat obligatory for them that it should be collected from the rich and distributed among the poorفإن هم أطاعوك لذلك، فأعلمهم أن الله افترض عليهم صدقة تؤخذ من أغنيائهم فترد في فقرائهم
Sahih Muslim 19a
It is agreed upon that it is authentic.
It is permissible to transfer it for a legitimate Shari'ah interest according to the stronger of the two opinions of the scholars, due to many pieces of evidence that have been reported regarding this. This includes, for example, transferring it to relatives whose need is severe, or to students of knowledge to support them in their studies, or to those on a military expedition in the path of Allah, or the like.
