The Shaykh :"From 'Aishah (may Allah be pleased with her), who said:
Allah's Messenger (ﷺ) ordered that the mosques be built in residential districts and that it be cleaned and perfumed. أمر رسول الله صلى الله عليه وعلى آله وسلم ببناء المساجد في الدور وأن تنظف وتطيب
Bulugh al-Maram 2:122
. It was narrated by Ahmad, Abu Dawud, and al-Tirmidhi, and he authenticated its being mursal."

Her statement (may Allah be pleased with her): "ordered." The command is the request for an action in a manner of superiority, such as when a master says to his slave, "Do such and such." If it is in a manner of humility, it is a supplication and a request. And if it is from one companion to his companion, it is a solicitation. This is what the scholars of rhetoric said. So when the command comes from Allah or from His Messenger, what is it? It is a command intended to bring about the action.
And her statement (may Allah be pleased with her): "ordered the building of mosques". She did not mention the specific formulation that occurred from the Prophet (may Allah and his family send peace and blessings upon him). Did he say, for example, "Build the mosques in the houses," or did he say, "Do not leave the houses without mosques," or something similar? It is said that the original rule is to take the statement of the Companion, "ordered such and such," as a literal command, which in this hadith is "Build the mosques."
If someone were to say, "Perhaps the Companion understood the report as a command?" The answer is that it is far-fetched that the Companion would understand the report as a command, and even further from the truth that he would narrate what he is not certain the Prophet (may Allah and his family send peace and blessings upon him) intended. So the statement of some scholars (may Allah have mercy on them) that if a Companion uses the word "ordered," it is not explicit in the command because it is possible he assumed the report was a command—this is a very weak statement and cannot be relied upon. This is because the Companion knows the formulation of the command, and because it is not possible for him to speak of what he does not know the Prophet (may Allah and his family send peace and blessings upon him) intended.
And her statement (may Allah be pleased with her)
to build mosques in different localities ببناء المساجد في الدّور

. "Al-dawar" is the plural of "dar" (house), and what is meant by it are the residential districts. They were called "dawar" because of the gathering of houses in them.
and that they be cleaned and perfumed وأن تنظّف وتطيّب
. "Tunazzaf" means to be cleaned from impurities, the greatest of which is ritual impurity and filth. "Tutayyab" means to be perfumed. It is possible that what is meant by perfuming is placing perfume in it, either with incense or oils or something similar. It is also possible that what is meant by perfuming is removing the traces of cleaning, removing the traces of cleaning, as 'Aishah (may Allah be pleased with her) said regarding the miswak with which her brother entered to the Prophet (may Allah and his family send peace and blessings upon him) while he was on his deathbed. She said:
so he chewed it and perfumed it فقضمته وطيّبته
, meaning he made it fragrant so it could be used for perfuming. Both meanings are correct, for perfuming the mosques with this and that is all among the matters that are sought.
