What is the authenticity of the report that Mu'awiyah was the first to leave a hudud punishment in Islam?

Machine translationRead the Arabic original
The Shaykh : It is narrated that Mu'awiyah was brought a group of thieves, and he cut off their hands until only one remained. When that one was brought forward to have his hand cut, he said: "By the oath of the Commander of the Faithful, I seek your protection for it. By your pardon, do not let it meet a place that would humiliate it. My hand was a beauty if it had been fully covered, and a beauty is not without a flaw that disgraces it, so there is no good in this world, and it was foul."

The Shaykh : Is that so?

The questioner : Yes.

The Shaykh : Or: "And it was, when the left hand parted from it, that the right hand [would be left]." So Mu'awiyah said: "What can I do with you when I have already cut off the hands of your companions?" He said: "You are the masters; make it part of your sins, make it part of the sins from which you repent to Allah." So he let him go. And this was the first hudud punishment left in Islam.
May Allah reward you, this is not authentic. This is not authentic. Know that Mu'awiyah and other caliphs had many things fabricated against them by the Rafidah. For example, if you see someone from the Banu Umayyah mentioned with bad traits that are not befitting his status, know that this is from the intrigues of the Rafidah or others who dislike them. And this is not authentic from the Commander of the Faithful, Mu'awiyah. Yes.
