When is it permissible to interpret the Qur'an by linguistic usage?

Machine translationRead the Arabic original
The student: ...

The Shaykh : If we find a word that has not been explained by the Qur'an, nor by the Sunnah, nor by the statements of the Companions, in any case we refer to the language, because the Qur'an, as Allah Mighty and Majestic said:
In a clear Arabic language. بلسان عربي مبين
[Ash-Shu'ara 26:195]
We have made it إنا جعلناه
meaning We made it
an Arabic Qur'an قرآنا عربيا
meaning in the Arabic language
that you may understand لعلكم تعقلون
Look at the second verse:
(198) And even if We had revealed it to one among the foreigners (199) And he had recited it to them [perfectly], they would [still] not have been believers in it. ولو نزلناه على بعض الأعجمين فقرأه عليهم ما كانوا به مؤمنين
[Ash-Shu'ara 26:198-199]
Why? Because they do not understand its meaning.
