Exegesis of the saying of Allah the Exalted: "… And if We had sent it down upon some of the non-Arabs, and they had recited it to them, they would not have believed in it."

Machine translationRead the Arabic original
The Shaykh : Then He said:
(198) And even if We had revealed it to one among the foreigners (199) And he had recited it to them [perfectly], they would [still] not have been believers in it. ولو نزلناه على بعض الأعجمين فقرأه عليهم ما كانوا به مؤمنين
[Ash-Shu'ara 26:198-199]
This is like a rebuke of the Arabs and a blame upon them. He says: If this Qur'an had been sent down upon the non-Arabs and they had not believed in it, they would have had some excuse, because they do not understand its meaning. But you, the Arabs, it was sent down in your language, so why do you not believe in it? This is a rebuke of the Arabs for not believing in this noble Book.
And praise be to Allah, He has made manifest from among the non-Arabs those who learned the Qur'an, taught it, engaged in its exegesis, and preserved the Sunnah. This is a known fact from history and from the books written on the subject.
Some scholars have interpreted the saying of Allah, Blessed and Exalted is He:
(2) It is He who has sent among the unlettered a Messenger from themselves reciting to them His verses and purifying them and teaching them the Book and wisdom - although they were before in clear error - (3) And [to] others of them who have not yet joined them هو الذي بعث في الأميين رسولا منهم يتلو عليهم آياته ويزكيهم ويعلمهم الكتاب والحكمة وإن كانوا من قبل لفي ضلال مبين وآخرين منهم لما يلحقوا بهم
[Al-Jumu'ah 62:2-3]
Some scholars interpreted it to mean that the reference is to the non-Arabs.
In any case, whether this interpretation is correct or the other opinion is correct, we say: The Arabs must be the first to believe in the Qur'an, because it was sent down in their language, in their tongue, so they understand the speech, both compound and simple, because it is their language.
Therefore, I hear, and I am not a scholar of the language, and I know nothing but the Arabic language and the colloquial dialect, that they say: The most difficult language is the Arabic language. This is said by those who know the languages. And I say: The easiest language for me is the Arabic language. Yes, so is what they said correct?
Is the most difficult language the Arabic language? You are not an Arab, it seems; you are a non-Arab? And you learned the Arabic language easily? And you see that it is easier than the other languages? Well, if we suppose that you learned another language, what is it?
The student: ... .

The Shaykh : And by Allah, in any case, praise be to Allah. My intention with this is that a person must praise Allah for His blessings, that He made the Arabic language easy for him, because it is the language of the Qur'an, the Sunnah, and the scholars of the Muslims, the imams of the Muslims, from the hadith scholars and others, who are not originally Arab, but they learned Arabic in order to understand the speech of Allah and the speech of His Messenger (peace and blessings be upon him).
(198) And even if We had revealed it to one among the foreigners (199) And he had recited it to them [perfectly], they would [still] not have been believers in it. ولو نزلناه على بعض الأعجمين فقرأه عليهم ما كانوا به مؤمنين
[Ash-Shu'ara 26:198-199]
.
Is there time left? We will limit ourselves to this from the verses, and we ask Allah to grant us and you the understanding of His Book and the action upon it.
