The Shaykh : The will is of two types: a will accompanied by anxiety, and a will that is merely a passing thought. The latter does not make a person sinful, whether in Makkah or elsewhere. The will accompanied by anxiety does make a person sinful.
The student: In the verse:
and [also] whoever intends [a deed] therein of deviation [in religion] or wrongdoing - We will make him taste of a painful punishment. ومن يرد فيه بإلحاد بظلم نذقه من عذاب أليم
[Al-Hajj 22:25]

The Shaykh : Yes, it is a painful punishment, because the Sacred Precinct is not like other places. If the anxiety of deviating accompanied by oppression causes Allah to make one taste a painful punishment, then how much more so the actual act, which will be more severe.
