The student: Shaykh, may Allah reward you. Allah the Exalted said:
As for 'Aad, they were arrogant upon the earth وأما عادٌ فاستكبَرُوا في الأرض
[Fussilat 41:15]
And in the hadith:
He who has in his heart the weight of a mustard seed of pride shall not enter Paradise. لا يدخُلُ الجنة مَن كان في قلبِه مثقالُ ذَرَّة مِن كِبْر

Does he not enter Paradise initially, or does he not enter Paradise at all?

The Shaykh : No, this requires a distinction: If the arrogance is disbelief, he will not enter Paradise at all. If the arrogance is accompanied by faith, he will not enter it in the absolute sense of entering without being preceded by punishment. This is also one of the verses of warning; if Allah the Exalted wills, He will pardon him.
Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He wills إن الله لا يغفر أن يشرك به ويغفر ما دون ذلك لمن يشاء
[An-Nisa 4:48]
