The Shaykh : Allah the Exalted said:
The cause is only against the ones who wrong the people and tyrannize إِنَّمَا السَّبِيلُ عَلَى الَّذِينَ يَظْلِمُونَ النَّاسَ وَيَبْغُونَ
[Ash-Shuraa 42:42]
The commentator said: “they work
upon the earth without right في الأرض بغير الحق
[Al-A'raf 7:146]
with sins
Those will have a painful punishment أولئك لهم عذاب أليم
painful”

The cause [for blame] is only upon those إنما السبيل على الذين
[At-Tawbah 9:93]
This sentence contains the particle of restriction, which is “innama,” and restriction means affirming the ruling for what is mentioned and denying it for everything else, so it is as if He said: There is no path except against these people
Indeed, the path إنما السبيل
meaning the path to blame, criticism, and accountability
against the ones who wrong the people على الذين يظلمون الناس
[Ash-Shuraa 42:42]
whether in their wealth, their blood, or their honor, for the Prophet (peace and blessings be upon him) declared in the Farewell Pilgrimage, saying:
Your blood, your properties, and your honor are sacred to one another إن دمائكم وأموالكم وأعراضكم عليكم حرام
Sahih al-Bukhari 1739
, so the wronging of people revolves around these three things: blood, wealth, and honor. Whoever backbites someone has wronged them, whoever takes their wealth has wronged them, and whoever betrays them in a transaction between them has wronged them, and there is no limit to examples of this. The important point is that those who wrong people are subject to blame. And His saying:
transgress يبغون
the author interpreted it by saying: “they work” and it seems he avoided combining “transgression” with his saying:
without right بغير الحق
so he said: “they work” in order for the verb “transgress” to have an independent meaning, and “without right” to have an independent meaning. The correct approach is to keep the verse on its apparent meaning, and the meaning of “transgress” is to encroach: whoever transgresses against another means he encroaches upon him. Allah the Exalted said:
and forbids immorality and bad conduct and oppression وينهى عن الفحشاء والمنكر والبغي
[An-Nahl 16:90]
, so His saying:
transgress يبغون
means they encroach upon others and exceed their limit in their dealings with them, and His saying:
without right بغير الحق
is a descriptive attribute that clarifies that every transgression is without right. Therefore, keeping the Quranic text on its apparent meaning is obligatory, especially since this interpretation makes it deficient. So:
commit injustice upon the earth يبغون في الأرض
[Yunus 10:23]
meaning they encroach in it and exceed the limit
without right بغير الحق
clarifying the reality, so it is a descriptive attribute, since every transgression is without right. And His saying:
without right بغير الحق
he interpreted it as sins, and indeed all sins are without right, but do not understand from this that it is specific to the right of Allah, rather it is general in the right of Allah and others. So transgression in the right of Allah is forbidden, and likewise transgression in the right of a human being.
Those will have a painful punishment أولئك لهم عذاب أليم
Those referred to are those who wrong people and transgress in the earth without right
for them is a painful punishment لهم عذاب أليم
[Al-Baqarah 2:10]
meaning painful, and “painful” means causing severe pain, meaning it is painful.
