Q: The brother S.A.S. from Buraydah says in his question: If the order is issued to perform the prayer for rain, and the people of a town have abundant floods, are they obligated to pray, or do they pray and supplicate for others? Please advise us, may Allah reward you with good.
A: It is prescribed for them to perform the prayer for rain in obedience to the order of the one in authority, and they should supplicate for those in need that Allah may relieve them from His bounty, remove their hardship, and have mercy on them with His mercy; because the Muslims are one thing and one structure, as the Prophet (peace and blessings be upon him) said:Sunan an-Nasa'i 2560Sahih (Darussalam) and he interlaced his fingers. And he (peace and blessings be upon him) said: Sahih Muslim 2586a And success is from Allah.

The believers are like a building they support one another.
المؤمن للمؤمن كالبنيان يشد بعضه بعضًاThe similitude of believers in regard to mutual love, affection, fellow-feeling is that of one body; when any limb of it aches, the whole body aches, because of sleeplessness and fever.
مثل المؤمنين في توادهم وتراحمهم وتعاطفهم مثل الجسد إذا اشتكى منه عضو تداعى له سائر الجسد بالسهر والحمى
