Q: If the ruler of a state neglects the recommended practice of the prayer for rain and does not call the people to it when the rain stops or the wells dry up, is it permissible for the imam of one of the mosques in this state to call the people of his town to the prayer for rain and for them to go out on their own to perform it?
A: If the people of a town are not ordered by their governor to perform the festival prayer or the prayer for rain, it is prescribed for them to perform the festival prayer and the prayer for rain in the open desert if that is feasible, otherwise in the mosques; because the Messenger of Allah (peace and blessings be upon him) prescribed that for his Ummah, and the festival prayer is a collective obligation that it is not permissible for the Muslims in any country to leave.
And some of the scholars of knowledge said: It is an individual obligation like the Friday prayer; because the Messenger of Allah (peace and blessings be upon him) performed it and ordered it.
