The Ruling on Zakah for a Debt That Has Reached the Lunar Year and Has Not Been Repaid

Machine translationRead the Arabic original
Q: From Abdulaziz ibn Abdullah ibn Baz to the honorable brother A. S. A. (may Allah guide him), Amen. Peace be upon you, and Allah’s mercy and blessings. After that:
O lover, your noble letter, dated without a date, has reached you with Allah’s guidance, and I have understood the three questions it contained. Here is the answer to them.

A: Regarding the third question: If you have debts owed to you by some people and a lunar year has passed over them, it is obligatory to pay their zakah after the lunar year has passed, provided that the aforementioned debts are owed by a solvent person. However, if they are owed by an insolvent person, zakah is not obligatory on them. May Allah grant all of you understanding in His religion.
