Q: I have a neighbor in the housing complex who tried to travel to any Arab country but was unable to, so he traveled to Israel with his uncle's help. He stayed there for a year and a half. During this period, one Ramadan passed there, and he did not fast this noble month because those who work in Israel do not want him to fast. He asks your eminence: First: What should he do regarding the fasting of this noble month that he did not fast ? Knowing that the Ramadan he did not fast was the last Ramadan of 1416 AH. Second: Is there zakah due on the money he earned ? Knowing that he was working in a restaurant, and if there is zakah due on it, what is its amount? Is the zakah calculated on the entire amount he brought back, or does he pay off his debts before traveling, and the remainder is subject to zakah?
A: If this wealth reaches the nisab and a lunar year has elapsed over it, zakah becomes obligatory on it, which is one-quarter of a tenth, i.e., 2.5%. If he has debts, they do not prevent the zakah. If he pays off the debts before the completion of the lunar year, he pays the zakah
on the remaining wealth after the completion of the lunar year, if it has reached the nisab. If it has not reached the nisab, there is no zakah on it. He must make up the month of Ramadan that he did not fast, along with repentance to Allah (Glorified and Exalted is He). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
