Q: If a person travels to Jeddah, for example, is he permitted to pray and shorten the prayer? Or is it obligatory for him to pray with the congregation in the mosque?

A: If the traveler is on the road, there is nothing wrong with it. However, if he reaches the city, he does not pray alone; rather, he must pray with the people and complete the prayer. But if he is alone on the road and the time for prayer arrives, there is nothing wrong with him praying alone while traveling and shortening the four-rak'ah prayer to two.
