Q: His Eminence Shaykh 'Abd al-'Aziz ibn 'Abd Allah ibn Baz, the General President of the Committees for Scholarly Research, Ifta, Da'wah, and Guidance (may Allah preserve him)
Peace be upon you, and Allah’s mercy and blessings, and after that:
We request your guidance with a fatwa regarding the extent of the permissibility of distributing zakah outside the Kingdom to its known lawful recipients, just as is practiced within the Kingdom. We appreciate your Eminence for this, and may Allah preserve you.
A: And upon you be peace, the mercy of Allah, and His blessings. After that: It is permissible to transfer zakah from the location of the one paying it (his country) to another country if that is for a legitimate Shari'ah interest, according to the stronger of the two opinions of the scholars. For example, transferring it to the mujahideen in the path of Allah, or to the poor who are in greater need than the poor of his country, or because they are his relatives; for in that there is a combination of maintaining family ties and charity. May Allah guide everyone to what pleases Him, and peace be upon you, the mercy of Allah, and His blessings.
