Q: From Abdulaziz ibn Abdullah ibn Baz to the honorable brother, M. M. (may Allah keep him safe).
Peace be upon you, and Allah’s mercy and blessings, and after that:
I refer to your inquiry, registered with the Department of Scientific Research and Ifta under number 3482 and dated 26/7/1408 AH, which contains the following two questions:
Second: When we go to our town, I give money to relatives. Is this money considered zakah or what? And if your answer to the first question is yes, is it permissible for me to bring the money to my town, the amount I give as zakah, and distribute it to the needy there? Knowing that they are in dire need of it... Please inform us, may Allah reward you with good?

A: If you give money to your poor relatives who are not your descendants or your ancestors—namely, the fathers and mothers, grandfathers and grandmothers, sons and daughters, and their children—with the intention of zakah, that is permissible for you. As for transferring zakah from your town, it is permissible for a stronger public benefit, such as severe poverty or the like.
May Allah guide everyone to what brings Him pleasure, and may peace and the mercy and blessings of Allah be upon you.
