Question: What is the message you are addressing to the Muslim community on the occasion of the month of Ramadan?

Answer: In the name of Allah, all praise is due to Allah, and may Allah send prayers and blessings upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance. As for what follows:
I advise my Muslim brothers in every place, on the occasion of the arrival of the blessed month of Ramadan in the year 1413 AH, to fear Allah , to compete in all good, to advise one another to truth and to be patient upon it, to cooperate in righteousness and piety, and to beware of everything that Allah has forbidden from the various sins in every place, and especially in this noble month; for it is a great month in which righteous deeds are multiplied and sins are forgiven for those who fast it and stand in prayer in it with faith and seeking of reward, by the saying of the Prophet (peace and blessings be upon him):
Whoever observes fasts during the month of Ramadan out of sincere faith, and hoping to attain Allah's rewards, then all his past sins will be forgiven.من صام رمضان إيمانًا واحتسابًا غفر له ما تقدم من ذنبه

When Ramadan begins, the gates of Paradise are opened, the gates of Hell are closed, and the devils are chained up.إذا دخل رمضان فتحت أبواب الجنة وغلقت أبواب جهنم، وسلسلت الشياطين

Fasting is a shield. When anyone of you is observing fast, he should neither indulge in obscene language nor should he raise his voice; and if anyone reviles him or tries to quarrel with him, he should say: 'I am fasting.'الصيام جنة فإذا كان يوم صوم أحدكم فلا يرفث ولا يجهل فإن سابه أحد أو قاتله فليقل إني صائم

. And his saying (peace and blessings be upon him):
Allah the Exalted says:يقول الله 
: Every deed of the son of Adam is for him, and a good deed is rewarded ten times its like, except for fasting, for it is for Me and I shall reward it, for he has left his desire, his food, and his drink for My sake. The fasting person has two joys: a joy when he breaks his fast, and a joy when he meets his Lord. And the breath of the fasting person is more pleasing to Allah than the scent of musk.
And he (peace and blessings be upon him) would announce to his Companions the arrival of Ramadan and say to them:
The month of Ramadan has come to you, a month of blessing. In it, Allah descends with mercy, erases sins, and accepts supplication. And Allah boasts of you to His angels. So show Allah the best of yourselves, for the wretched one is the one who is deprived of the mercy of Allah in it.أتاكم شهر رمضان شهر بركة، ينزل الله فيه بالرحمة، ويحط الخطايا، ويستجيب الدعاء، ويباهي الله بكم ملائكته، فأروا الله من أنفسكم خيرًا، فإن الشقي من حرم فيه رحمة الله
. And he said, may Allah’s prayers and blessings be upon him:
Whoever does not give up forged speech and evil actions and does not abandon foolishness, Allah is not in need of his leaving food and drinkمن لم يدع قول الزور والعمل به والجهل فليس لله حاجة في أن يدع طعامه وشرابه

, narrated by al-Bukhari in his Sahih. And the hadiths regarding the virtue of the month of Ramadan and encouraging the multiplication of deeds in it are numerous.
So I advise my Muslim brothers to be upright in its days and nights and to compete in all works of good. Among this is the frequent recitation of the Noble Qur’an with reflection and understanding, and the frequent glorification, praise, exaltation, and declaration of the greatness of Allah, seeking forgiveness, and asking Allah for Paradise, and seeking refuge in Him from the Fire, and other good supplications.
I also advise my brothers to give much in voluntary charity, to be generous to the poor and the needy, and to pay attention to paying the obligatory alms (zakah) and distributing it to those who are entitled to it. They should also pay attention to calling people to Allah (Glorified and Exalted is He), teaching the ignorant, and enjoining good and forbidding evil with gentleness, wisdom, and good conduct, while being cautious of all evil deeds and sticking to repentance and uprightness on the truth, in accordance with His saying (Glorified and Exalted is He):
And turn to Allah in repentance, all of you, O believers, that you might succeed.وَتُوبُوا إِلَى اللَّهِ جَمِيعًا أَيُّهَا الْمُؤْمِنُونَ لَعَلَّكُمْ تُفْلِحُونَ
[Surat al-Nur: 31], and His saying (peace and blessings be upon him) :
Indeed, those who have said, "Our Lord is Allah," and then remained on a right course - there will be no fear concerning them, nor will they grieve.إِنَّ الَّذِينَ قَالُوا رَبُّنَا اللَّهُ ثُمَّ اسْتَقَامُوا فَلَا خَوْفٌ عَلَيْهِمْ وَلَا هُمْ يَحْزَنُونَ ۝
[Al-Ahqaf 46:13]
Those are the companions of Paradise, abiding therein, a reward for what they used to do [Surat al-Hijr: 13-14].
May Allah guide everyone to what pleases Him, and protect everyone from the misleading trials and the whispers of the devils. Indeed, He is Generous and Noble.
