Q: From Abdulaziz ibn Abdullah ibn Baz to His Royal Highness the Honored Prince Salman ibn Abdulaziz, Governor of the Riyadh Region and Chairman of the Supreme Committee for Collecting Donations for Bosnia and Herzegovina (Committee for the Victims of the Famine in Somalia), may Allah grant him success in all good.

A: Peace be upon you, and Allah’s mercy and blessings. Following your gracious telegram number 1607/6 dated 9/3/1413 AH, regarding your desire to be informed about the possibility of giving zakah to the victims of the famine in Somalia.
I inform your Highness that there is no objection to giving zakah to the poor among them, because they are Muslims in general. And if there are any non-Muslims among them, they are from those whose hearts are to be reconciled, who are entitled to zakah.
May Allah have mercy on their condition, gather them together in goodness, reform their leaders, and multiply the reward and recompense for the Custodian of the Two Holy Mosques and for your Highness. Peace be upon you, and Allah’s mercy and blessings.
