Question: I performed the obligatory Hajj but did not perform 'Umrah with it. Is there anything required of me? And if one performs 'Umrah with his Hajj, is he required to perform 'Umrah again?

Answer: If a person performs Hajj and has not performed 'Umrah previously in his life after reaching maturity, he must perform 'Umrah, whether before or after the Hajj. As for one who performs Hajj and has not performed 'Umrah, he must perform 'Umrah after the Hajj if he has not performed it previously; because Allah (Mighty and Majestic) made Hajj and 'Umrah obligatory, and several hadiths from the Prophet (peace and blessings be upon him) indicate this. It is obligatory for the believer to perform them. If he combines Hajj and 'Umrah, there is no harm, by entering the state of ihram for both together, or by entering ihram for 'Umrah and then adding Hajj to it; there is no harm in that, and it suffices him.
However, if he performs Hajj alone by entering ihram for Hajj alone from the miqat, and remains in his state of ihram until he completes it, he must perform 'Umrah after that from al-Tan'im or al-Ja'ranah or other places of the halal outside the Haram. He enters ihram there, then enters the Haram, performs tawaf and sa'y, and shaves or shortens his hair. This is the 'Umrah, as 'A'ishah (may Allah be pleased with her) did. When she arrived while in the state of ihram for 'Umrah, menstruation overtook her near Makkah, so she was unable to perform tawaf of the House and complete her 'Umrah. The Messenger (peace and blessings be upon him) ordered her to enter ihram for Hajj and be one who combines them, so she did that and completed her Hajj. Then she asked the Prophet (peace and blessings be upon him) to perform 'Umrah, because her companions had performed a separate 'Umrah. He ordered her brother 'Abd al-Rahman to take her to al-Tan'im so she could enter ihram for 'Umrah from there on the night of the fourteenth. She went to al-Tan'im, entered ihram for 'Umrah, entered the Haram, performed tawaf and sa'y, and shortened her hair.
This is evidence that one who has not performed 'Umrah in his Hajj is sufficient to enter ihram from al-Tan'im and similar places in the halal, and he is not required to go out to the miqat. As for one who has performed 'Umrah previously and Hajj previously, and then Allah facilitates Hajj for him, 'Umrah is not required of him, and he is content with the previous 'Umrah; because 'Umrah is only obligatory once in a lifetime, just as Hajj is. Hajj is once in a lifetime, and 'Umrah is likewise; they are not both obligatory except once in a lifetime.
So if he has performed 'Umrah previously, the previous 'Umrah suffices him. If he enters ihram for Hajj alone and remains in his state of ihram without breaking it into 'Umrah, it suffices him, and he is not required to perform 'Umrah in his final Hajj. However, the best for him and the sunnah in his case, when he comes in the state of ihram for Hajj, is to make it 'Umrah, by breaking his Hajj into 'Umrah. He performs tawaf and sa'y, shortens his hair, and exits the state of ihram. When the time for Hajj comes, he enters ihram for Hajj on the eighth day. This is the best, and it is what the Prophet (peace and blessings be upon him) ordered his Companions to do in the Farewell Pilgrimage when some of them came in the state of ihram for Hajj and some in the state of ihram for Hajj and 'Umrah, and they did not have sacrificial animals. He ordered them to exit the state of ihram and make it 'Umrah. As for one who had sacrificial animals, he remains in his state of ihram until he completes his Hajj if he was performing it alone, or his 'Umrah if he was performing 'Umrah with his Hajj.
