Do the people of Makkah have no type of pilgrimage other than ifrad?
Machine translationRead the Arabic original
Question: The brother / A. M. says in his question: What is the reason that the people of Makkah have no type of Hajj other than ifrad?
Answer: Hajj is obligatory upon everyone who is able to undertake the journey to it, whether they are from Makkah or elsewhere, by the consensus of the Muslims. Likewise, 'Umrah is obligatory in the most correct of the scholars' opinions upon everyone. However, the people of Makkah do not have to offer the sacrificial animal of tamattu' or qiran if they perform Hajj as a mutamatti' or a muqarin between Hajj and 'Umrah; because of the saying of Allah the Exalted: [Surat al-Baqarah:196] And success is from Allah.

then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Haram. And fear Allah and know that Allah is severe in penalty.
