What is the evidence that ifrad is specific to the people of Makkah?

Machine translationRead the Arabic original
Al-Hawini: What is the evidence that ifrad in Hajj is specific to the people of Makkah?

The Shaykh : The noble verse is:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Haram
[Al-Baqarah 2:196]
. Thus, the tamattu' that Allah (Mighty and Majestic) legislated explicitly in this verse, He restricted it to other than the people of Makkah:
This is for those whose family is not in the area of al-Masjid al-Haram
[Al-Baqarah 2:196]
. We do not find clearer evidence than this verse... Yes.
