The Shaykh : Allah the Exalted said:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Haram فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ فَمَنْ لَمْ يَجِدْ فَصِيَامُ ثَلَاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ تِلْكَ عَشَرَةٌ كَامِلَةٌ ذَلِكَ لِمَنْ لَمْ يَكُنْ أَهْلُهُ حَاضِرِي الْمَسْجِدِ الْحَرَامِ

; so can it be inferred from this verse that the people of the Haram have no tamattu' or qiran, and that they perform Hajj as an ifrad and 'Umrah as a separate 'Umrah? And does this include the citizen who resides with his family in Makkah, but is not one of its people?
There is scholarly disagreement on this issue, but the stronger position is that the people of Makkah do not have to perform qiran or tamattu' for Hajj; rather, they perform Hajj as an ifrad; likewise for 'Umrah. As for those who reside in Makkah—and in the questioner's expression, he has become a citizen—if the intent of the question is that he resided there to the extent that the description of being a traveler no longer applies to him, then his ruling is the same as the ruling for the people of Makkah. However, if he comes on a journey, then his ruling is the same as that of non-residents; he performs 'Umrah and Hajj in the manner of tamattu'.
