Is it permissible to demand a debt from a poor person?

Machine translationRead the Arabic original
The student: The case of the poor person, if he borrows from people until the first person is paid off, does this mean the debt is included in riba? For example, if he borrows from someone a car or for trade, does this mean it falls under riba?

The Shaykh : No, no. What we mentioned is that it is not permissible for you to force the poor person to pay you back, under any circumstances.
The student: Pay a specific wage?

The Shaykh : And he does not pay you.
The student: ... .

The Shaykh : And he does not pay what he does not have. You do not force him to go and borrow; it is forbidden and not permissible. Because Allah says:
And if someone is in hardship, then [let there be] postponement until [a time of] ease وَإِن كَانَ ذُو عُسْرَةٍ فَنَظِرَةٌ إِلَى مَيْسَرَةٍ
[Al-Baqarah 2:280]
Rather, it is not permissible, nor should you say, "Give it to you," when you know he is poor. Meaning, it is not permissible for you to say, "Give it to me," let alone demand it from him or take him to court.
