On what is the reward or punishment based: the writing in the Preserved Tablet, or what is written in the scrolls of the angels?

The Shaykh : The reward or punishment is based only on what is written by the hands of the angels.
The student: But Allah knows that he will do this.

The Shaykh : Yes, He knows that he will do this, but the reward or punishment is not established until he actually does it. This is why He said in the verse: If someone asks, "How can Allah not know?" we say: Yes, He knows, but this is the knowledge upon which the reward or punishment is based.
