Explanation of the author's statement and his saying: (And when Musa came to our appointed time and his Lord spoke to him)

Machine translationRead the Arabic original
The Shaykh : He said:
And when Moses arrived at Our appointed time and his Lord spoke to him ولما جاء موسى لميقاتنا وكلمه ربه
[Al-A'raf 7:143]
When He came and spoke to him, this verse indicates that speech is connected to His will. How is that? Because the speech occurred at the time of the coming, not before it, so this indicates that His speech is connected to His will.
