Question: What is the ruling on the Hajj of the one who persists in sin, or the one who continues to commit a minor sin?

Answer: His Hajj is valid if he is a Muslim, but it is deficient, and he must repent to Allah (Glorified and Exalted is He) from all sins, especially during the time of Hajj, and in this safe land. And whoever repents, Allah turns to him in mercy; for Allah (Glorified and Exalted is He) said:
And turn to Allah in repentance, all of you, O believers, that you might succeed.وَتُوبُوا إِلَى اللَّهِ جَمِيعًا أَيُّهَا الْمُؤْمِنُونَ لَعَلَّكُمْ تُفْلِحُونَ
[Al-Nur: 31], and He (Mighty and Majestic) said:
O you who have believed, repent to Allah with sincere repentance. Perhaps your Lord will remove from you your misdeeds and admit you into gardens beneath which rivers flowيَا أَيُّهَا الَّذِينَ آمَنُوا تُوبُوا إِلَى اللَّهِ تَوْبَةً نَّصُوحًا عَسَى رَبُّكُمْ أَن يُكَفِّرَ عَنكُمْ سَيِّئَاتِكُمْ وَيُدْخِلَكُمْ جَنَّاتٍ تَجْرِي مِن تَحْتِهَا الْأَنْهَارُ
[Al-Tahrim: 8].
And sincere repentance is that which includes ceasing the sins and guarding against them out of reverence for Allah and fear of His punishment, along with regret for what has passed of them and a sincere resolve not to return to them. And the completion of repentance is returning the injustices to their owners, if there are injustices in a soul, wealth, skin, or honor, and seeking their pardon for them.
May Allah guide the Muslims to what is in the well-being of their hearts and their deeds, and grant us and them all sincere repentance from all sins, for He is Generous and Bountiful.
