The ruling on staying overnight outside Mina for those who did not find a place inside it

Question: Given that the campsite is subject to the allocation by the Ministry of Hajj and Endowments and the Governorate of the Makkah Region, where they distribute the lands in Mina, and no camp has the right to refuse the land assigned to it, even if it is outside the boundaries of Mina.
Since the Ministry states that Mina cannot accommodate the increasing number of pilgrims and that it is too crowded for them, they have handed over to the campaign a piece of land on the outer boundaries of Mina. We attempted to exchange the land but to no avail, so we were forced to accept the location because it provides all services, restrooms, electricity, and so on.
What is the legal ruling in this matter? And what is your guidance for us and our pilgrims? May Allah reward you with good.

Answer: There is no blame on you in this, and no expiation is required, due to the saying of Allah, Glorified and Exalted is He: [Surat al-Taghabun: 16], and the saying of the Prophet (peace and blessings be upon him): May Allah guide them all.
