Answer: The one arriving by air or by sea, when he passes the miqat, just as the one traveling by land does when he passes the miqat, enters the state of ihram in the air or on the sea, or slightly before it, so as to be cautious regarding the speed of the airplane and the speed of the ship or steamer.
