Question: Some of those coming from outside the Kingdom, when they arrive in Jeddah, say: Sit in Jeddah for three days, then enter the state of ihram from the miqat. What is the ruling on that?

Answer: They must return to their miqat if they are coming for Hajj or 'Umrah, and it is not permissible for them to pass the miqat without entering the state of ihram. This is because the Messenger (peace and blessings be upon him), when he designated the miqats for the people of Madinah, the Levant, Najd, Yemen, and others, said:
and those (Mawaqit) are also meant for those who live at these (places) and for those too who come from without towards them for the sake of Hajj or 'Umraهن لهن ولمن أتى عليهن من غير أهلهن ممن أراد الحج والعمرة

Therefore, they must enter the state of ihram from the miqat they pass through if they intend Hajj or 'Umrah, and they must enter it from there. If they pass it, they must return to it. If they pass it and do not return, and they enter the state of ihram after it, they must offer a sacrificial animal. Likewise, if they are unable to return to it, they enter the state of ihram from their location, and they must offer a sacrificial animal that is sufficient for the 'Id sacrifice, which is slaughtered in Makkah for the poor and distributed among them.
