Q1: What is the ruling in the Shari'ah regarding a man who went from al-Dammam to Jeddah in order to meet his family, his children, and his wife's father? When they settled in Jeddah , the wife's father wanted to perform 'Umrah. He had intended to perform 'Umrah while coming from Egypt , but he did not enter the state of ihram from the miqat , because he believed, or rather was certain, that he would first settle in Jeddah for one, two, or three days, and then begin the rites of 'Umrah. This is exactly what happened. He, the aforementioned man, and the man's wife began the rites of 'Umrah and all of them went to Makkah . The ihram was from al-Tan'im Mosque in Makkah . The 'Umrah was completed for him and his wife. As for the aforementioned man, after he entered ihram with them, an obstacle arose that prevented him from completing the 'Umrah or starting any of its rites, except for the ihram itself from the aforementioned miqat.
The question is: Are the actions performed by these people valid or not, especially regarding the miqat? And is it permissible for the man to remove his ihram clothes before starting the rituals of 'Umrah due to the unforeseen circumstance that prevented him from completing it? A1 : Whoever comes to Jeddah intending to perform 'Umrah must enter the state of ihram for 'Umrah from the miqat he passes on his way. So, if he is coming from al-Dhahran , he enters ihram from the miqat of the people of Najd , which is al-Sail al-Kabir or Wadi Mahram . And if he is coming from Egypt , he enters ihram from al-Juhfah or from the vicinity of the aforementioned miqats, whether by air, land, or sea. Even if he intends to stay in Jeddah , he owes a fidyah (ransom payment) for leaving the obligatory act, which is entering ihram from the miqat. The fidyah is a sheep that is acceptable for the 'Id sacrifice, which he slaughters in Makkah and distributes among the poor of the Haram , and he does not eat any of it. Alternatively, a seventh of a camel or a seventh of a cow is sufficient. If he is unable to afford the fidyah, he fasts for ten days.
