Question: If a pilgrim passes the miqat while reciting the talbiyah for Hajj and 'Umrah without making a condition, and an obstacle arises, such as illness or something similar, that prevents him from completing his rites, what is he required to do?

Answer: This makes him a person who is prevented from completing the pilgrimage, provided he did not make a condition, and then an incident occurs that prevents him from completing it. If he can endure it, hoping that the obstacle will be removed so he can complete the rites, he should endure it. If he cannot do so, he is considered a person who is prevented from completing the pilgrimage, according to the correct opinion. Allah said regarding the one who is prevented:
But if you are prevented, then [offer] what can be obtained with ease of sacrificial animalsفَإِنْ أُحْصِرْتُمْ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Surat al-Baqarah: 196]. The correct view is that being prevented from completing the pilgrimage occurs due to an enemy and due to other factors, such as illness. He must offer a sacrificial animal, then shave or shorten his hair, and exit the state of ihram. This is the ruling for the one who is prevented from completing the pilgrimage. He slaughters a sacrificial animal at the place where he was prevented, whether it is in the sacred precinct or outside it, and gives it to the poor at that location, even if it is outside the sacred precinct. If no one is available around him to receive it, it is transferred to the poor of the sacred precinct, or to the poor around him, or to the poor of some villages. Then he shaves or shortens his hair and exits the state of ihram. If he is unable to offer the sacrificial animal, he fasts for ten days, then shaves or shortens his hair and exits the state of ihram.
