We have previously discussed the obligation of the sacrificial animal in the case of tamattu' and qiran, as well as in the other prohibitions of ihram, and also regarding being prevented from completing the pilgrimage. It has been established that a sacrificial animal is required in the case of being prevented, and the evidence for this is the saying of Allah the Exalted:
If you are prevented, then offer whatever sacrificial animal is easily available. And if the sacrificial animal is not available, then he owes nothing, according to the stronger position. We have previously established that shaving the head is obligatory in the case of being prevented, even though it is not mentioned in the Book of Allah, but it is mentioned in the Sunnah of the Messenger of Allah (peace and blessings be upon him). We have also previously established that the school of thought holds that the obligatory sacrificial animal is for the loss of or leaving off an obligatory act, such as in the case of tamattu', and that the stronger position is that the obligatory sacrificial animal is for leaving off an obligatory act, and if one is unable to afford it, then he owes nothing, neither fasting nor feeding. فإن أحصرتم فما استيسر من الهدي وأنه إذا عدم الدم فلا شيء عليه على القول الراجح وسبق لنا أنه يجب في الإحصار حلق ، وإن لم يكن مذكوراً في كتاب الله لكن مذكور في سنة رسول الله صلى الله عليه وسلم ، وسبق لنا أن المذهب أن الدم الواجب لفوات أو ترك واجب كمتعة وأن القول الراجح أن الدم الواجب لترك واجب إذا كان معسراً فلا شيء عليه ، لا صياك ولا إطعام .
