Answer: All stratagems are forbidden; stratagems that lead to forbidden things are forbidden, but if it is hand-to-hand, there is no harm.
If this person needs current dollars and buys them at a higher price hand-to-hand, there is no harm; because he needs them, just like gold.
Now, you have gold that is exchanged in the market at fifty riyals or one hundred riyals per pound, and you are not eager to exchange the gold, and a person who needs gold comes to you; he wants it, for example, for jewelry for his wife or as a mahr for his wife or the like, so he says: If it was sold to you in the market for fifty, I will take it from you for sixty; since I need the gold, this is permissible.
