Question: From Abdulaziz ibn Abdullah ibn Baz to the honorable brother, the virtuous Shaykh, the Judge of Baljurashi, may Allah grant him understanding. Amen.
Peace be upon you, and the mercy of Allah and His blessings. After that:
Your noble letter number (864), dated 6/2/1392 AH, in response to my letter number (1069) dated 15/6/1392 AH, has reached you, may Allah guide you. I have reviewed the attached record, which includes the statement of the husband's and his brother-in-law's presence, and the testimony of the aforementioned brother-in-law that his sister's husband said to him: "Your sister is divorced, your sister is divorced." Then he went to his brother-in-law's wife and said to her: "My wife is divorced." She said to him: "May Allah protect you from Satan." He said: "My wife is divorced." You asked the husband about this, and he answered that he did not intend by the repetition anything other than making his brother-in-law and his wife understand, and he did not intend more than one divorce.

Answer: Based on the testimony and the husband's answer mentioned, I inform you, O Virtuous One, that the husband is to be believed in what he said, and only one divorce takes effect on his wife by this; because he made his intention known, and the scholars have explicitly stated this, as is not hidden. And as a precaution, there is no harm in having him take an oath to this if the wife requests it. I hope you will inform her and her guardian of the aforementioned fatwa. May Allah reward you and guide your steps.
And peace be upon you and the mercy of Allah and His blessings.
Note: The husband reconciled with her in my presence, as in the previous letter dated 15/6/1392 AH. I hope you will ask her about her condition at that time: was she in the waiting period or had she already exited it? Then complete what is obligatory by the Shari'ah. May Allah reward your efforts.
