The ruling on one who says: “Divorced, divorced, divorced” without intending the three

Question: From Abdulaziz ibn Abdullah ibn Baz to the honorable brother, the esteemed President of the Grand Court in Taif, may Allah guide him to all that is good. Amen.
Peace be upon you, and Allah's mercy and blessings. After that:
O Beloved, your noble letter number (1676), dated 12/10/1394 AH, has been received. May Allah guide you. I have reviewed what your eminence recorded regarding the presence of the husband, his wife, and her guardian before you, and the confirmation by the wife and her guardian of the nature of the divorce he pronounced upon her. It was that he divorced her by saying, “Divorced, divorced, divorced,” due to the intensity of his anger. We asked the husband about his intention in repeating the phrase, and he answered that he did not intend the three divorces or any other number, but rather repeated it out of anger.
Answer: Based on this, I issued a ruling to him that one divorce has taken effect on his wife with this pronouncement. He may take her back as long as she is in the waiting period. The second and third phrases of the aforementioned divorce wording are considered confirmations of the first phrase, and nothing takes effect by them, as the scholars have explicitly stated in the chapter on what differentiates the number of divorces, as is not hidden. I hope you will inform the woman and her guardian of this. May Allah reward your efforts and reward you all with good.
And peace be upon you and the mercy of Allah and His blessings.
